Yes it is if you have a good solid product and plan.

Funding is certainly going to be difficult for the foreseeable future, VC funding in particular, probably better looking at public funding or angels.

If the opportunity is good - idea, plan, market - and can be executed on minimum investment, especially capital investment (which will be very difficult to secure!) then maybe now is actually a good time, if you can set yourself up to take advantage of the upturn when it comes.

It will come, and when it does those who are setup properly will reap the benefits, whereas those waiting for it to come or are still struggling to adapt, e.g. from not taking the appropriate action early enough, or have been too cautious, will miss the boat.

On the other side of the coin being cautious may get you through these tough times - it just won't help you take advantage of the inevitable opportunities when they do come along.

In times like this; be smart and be brave. In that order.
